In this time of rising fuel costs and concern about the environment, people wonder what can be done, what potential opportunities exist for altering our current consumption of gasoline by automobiles, what individual, social, and political choices would have to be made to pursue these opportunities, what individual, social, or political consequences would result. To get at this question, it is valuable to look at what individual, social, and political choices led to the current state of automobile culture.
