FEMA currently has five mitigation grant programs. Which of the five do you consider the most critical and why? Cite a source or sources in support of your position.

The book defines prevention as, “actions taken to avoid an incident or to intervene in an effort to stop an incident from occurring in order to protect lives and property (p. 305).” I believe the Pre-disaster Mitigation Program is the most critical grant program that FEMA currently has because it embodies the definition of prevention. The program assists state and local governments in implementing cost-effective hazard mitigation activities. All 50 states, the District of Columbia, Federally-recognized Native American Tribal governments, American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the US Virgin Islands are all eligible for the grant. Along with this local governments are able to apply to their state/territory as sub-applicants.

This program is so critical because it is the one program that takes a preventative stance on hazards and allows states, territories, etc to apply for funding if they are in a position that they are likely to receive damage from flood hazard. This is important because after the initial response to major flooding like Hurricane Katrina, after the initial response there are cities often left without help or funding. This program encourages people to have a mitigation plan in act and take preventative actions for these situations.

them is more crucial; your personal sensibilities and situations could determine that. Having lived in Florida all of my life, up until I joined the military, I’ve seen the effects of how bad flooding can get and how difficult it can be to combat. For that reason, I’d say that the Flood Mitigation Assistance Program (FMA) is very crucial. “FMA provides funding…for projects and planning that reduces or eliminates long-term risk of flood damage to structures insured under the NFIP [National Flood Insurance Program]” (Flood Mitigation Assistance Grant Program, 2017).

I didn’t grow up in an area that dealt heavily with tornadoes, snow storms and earthquakes, so I legitimately couldn’t comment on how other mitigation programs could be effective in those areas. Personal reasons aside, I believe FMA to be more critical because it doesn’t rely on the need of a presidentially declared disaster to be used. This is important because not all flooding, as a result of heavy rain for example, is caused by a hurricane or tropical storm. Torrential rain storms don’t need a name or label, and yet they can still cause irreparable flood damage to a community.
