This is what my classmate wrote and I have to comment:

Overcrowding in prisons seem to be the biggest factor when talking about the large number of gangs in prisons. Overcrowding often creates budget restraints and high inmate to correctional staff numbers. This double edged sword expands prison gang population for 2 reason. Number 1, the most dangerous criminals see the opportunity to form gangs and flourish with offering protection that security personnel cannot guarantee, on the flip side, because inmates are less likely to receive proper security, they willingly join these gangs (if not already a member) to guarantee their own personal safety.

Many dangerous criminals packed into a confined space cannot have positive results. Don’t get me wrong. I do not have a better solution. I just see no upside to packing monsters together.
