A video surveillance camera captured the inhumane pummeling . . . The chilling footage shows a defenseless Pierre, struggling unsuccessfully to escape, while enduring unmerciful blow after blow to his head and body from two of the teens wielding baseball bats and smiling, taking apparent pleasure in this act of hatred. The homeless population in America presents special challenges for the criminal justice system and society at large. This population is varied—comprised of men, women, and children of all ages and ethnic groups. In addition, homeless people often have multiple problems that usually precede homelessness, including mental illness, substance abuse, unemployment, and past histories of physical or sexual abuse. As a group, the homeless are victimized more frequently than the non-homeless, lacking the protection afforded by shelter and often lacking needed support from law enforcement agencies (Lee & Schreck, 2005).

Providing adequate victim services for the homeless has been problematic, in part because it is difficult to assess their needs and provide a coordinated response to all who need help. There is some indication that an adequate number of shelters for the homeless exists, but a greater challenge for service agencies is making the shelters accessible to the homeless, addressing their mental health problems through adequate counseling programs, and overcoming existing attitudes (Davis et al., 2013).

For this discussion, select a special population from the list below or one with which you are familiar. Please do not select the homeless as your special population. Examine the type of crimes to which they are most vulnerable, the likelihood they will report victimization, and the criminal justice system’s response.

Post by Day 1 a brief description of the special population you selected. Describe a type of crime to which the population might be vulnerable and explain why. Then explain the likelihood of the special population to report that type of crime. Finally, explain any differences in treatment, compared with other groups, the special population might receive within the criminal justice system.
