Directions to the Candidates:

You are asked to develop a Strategic Plan for a school or school district that is facing an issue that is impacting student achievement. This educational issue must be one that is inhibiting student progress within the school and/or district, and therefore must be concertedly addressed by leaders. In your plan, you will articulate how educational leaders may use the human resources function to address this issue, thereby improving outcomes for students. It is strongly suggested that you utilize an existing school or district so that you may collect existing relevant data.

Strategic Plans should include a Cover Page, Table of Contents, List of Tables and Figures, Appendices, and a Reference section. The Reference section and the Literature Review must follow guidelines set forth by the 6th edition of the American Psychological Association Publication Manual.

Strategic Plan Essential Components

I. Contextual Analysis

A. State the current situation, including the primary target area to be addressed, as well as its impact on the school and/or district in terms of student achievement. Assess the current school culture using multiple methods such as teacher and administrator interview data, parental questionnaires, demographic statistics (population by ethnicity and gender, free and reduced lunch information, number

B. Make a gap analysis to determine “where we are” versus “where we want to be.” Essentially, this includes a comparison of the current state of the school in light of the particular issue you are addressing and expected outcomes once the plan has been implemented. Your gap analysis should be discussed within the context of student achievement, but may include programs and services; the strengths and weaknesses, and adequacies of its staff and facilities; resources available in the school and community; and challenges being made to the status quo by internal weaknesses and trends and external community conditions.

II. School Vision

  1. Use the data collected for your contextual analysis to develop a shared vision for the school that promotes the success of all students. Base this vision on relevant knowledge and theories, including but not limited to an understanding of learning goals in a pluralistic society, the diversity of learners and learners’ needs, schools as interactive social and cultural systems, and social and organizational change. (ELCC 1.1)

  2. Include the following sub-elements in your vision statement:

    1. The formal expression of the school/district’s fundamental values;

    2. Its shared beliefs, its overriding convictions, its ethical code, its inviolate commitments; and

    3. The school/district’s mission (a clear and concise expression of the district’s desired purpose and function of what the district aspires or desires to become).

  3. Include a plan which demonstrates the ways in which you will communicate the vision to staff, parents, students, and community members through the use of symbols, ceremonies, stories, and other activities. (ELCC 1.2)

  4. Describe how you will implement the shared vision to motivate staff, students and families. (ELCC 1.3) In order to promote a larger community involvement, be sure to describe how you will involve community members in the realization of the vision. (ELCC 1.5)

III. Review of the Literature

  1. Conduct a review of the literature in the response to the following question: How can you as an educational leader use the human resources function to positively impact your target area?

  2. In your literature review, discuss how this focus on the human resources function will promote an environment for improved student achievement.

C. Utilize scholarly journals in the fields of education, human resources management, business, and other social science areas. This literature review will help you to gain a more profound understanding of the issue by examining the latest research.

IV. Plan of Action

A. Develop a comprehensive plan of action to address the target area using the human resources function. Your plan must incorporate use of technology/ information systems and a professional development component. You may use the following two questions as a guide:

  1. How will you use and promote technology and information systems to address your target area in order to enrich curriculum and instruction, to monitor instructional practices and provide staff the assistance needed for improvement?

  2. How will you implement well-planned, context-appropriate professional development programs based on your target area and consistent with your vision statement?

B. Additionally,

in the plan, you will do the following:

  1. State the overarching goals of the STRATEGIC PLAN. Goals should be very broad in scope.

  2. Establish strategic objectives for each goal that commit the school/district to achieve specific measurable end results intended to address the critical issue in your STRATEGIC PLAN. The strategic objectives are what the school/district must achieve in the next three to five years if it is to accomplish its goals.

  3. Establish the timeline necessary to meet each strategic objective. Using a school calendar, include specific dates and take holidays, vacations, testing, etc. into consideration. List the individuals/ parties responsible for implementing and meeting each stated objective. List the job title and job description as it relates to each objective. (ELCC 3.1)

  4. Describe how you might involve staff in conducting operations and setting priorities in order to align resources with the school vision. What opportunities will you provide for the staff to develop their family and community collaboration skills? (ELCC 3.2)

  5. List the resources necessary to meet each objective. Resources may include monetary allocations, personnel, technology, physical space, etc that focuses on teaching and learning. (ELCC 3.3)

V. Evaluation

  1. Create a formative evaluation program to determine the school/district’s progress toward meeting the overarching goals and strategic objectives that are consistent with the shared vision. A formative evaluation is a method of judging the worth of a program while the program activities are forming or happening. Formative evaluation focuses on the process. An example of a formative evaluation is collecting continuous feedback from participants in a program in order to revise the program as needed through surveys. (ELCC 1.4)

  2. Create a summative evaluation program to determine the school/district’s success in meeting the goals and objectives. Summative evaluation is a method of judging the worth of a program at the end of the program activities. The focus is on the outcome. An example of a summative evaluation is collecting data on the impact of a program operating in a community for a period of time.
